MANUAL OF GUIDANCE FOR PREPARATION OF CASE FILES HOW TO USE THIS MANUALINTIMIDATED AND VULNERABLE WINESSESCharges for any offences may be included in the same file with the same Unique Reference Number (URN) if those charges:It is appropriate to include on the same file charges that flow as a result of each other.Any decision to split or merge a case after it has been submitted to the CPS will be taken by a Duty Prosecutor.
