I met with Mr Quinton today at the Civic Centre to
                 discuss his complaints against Mr Simon Cordell. Mr
                 Quinton stated that the problems started soon after he
                 moved into the block in April 2016. He stated that
                 soon after he moved into his flat, he went around to
                 SC's flat to introduce himself. After he introduced
                 himself, SC said to him that there is some kind of
                 war going on between him and other neighbours. SC
                 also told him that he's got a load of issues with the
                 police and that he was trying to
